GOAL has a 16 year presence in Sierra Leone with activities in Western Area, Kenema, Bo, Bonthe, Bombali, Port Loko and Kambia Districts. The GOAL Sierra Leone programme contributes to poverty and vulnerability reduction through the implementation of multi-sectorial, integrated programmes. The SL programs specifically focus on systems strengthening and community level behaviour change programming in maternal child health including nutrition and hygiene, sanitation and water as well as child protection and empowerment interventions. GOAL mainstreams gender, child protection, HIV and environment across all programmes and operations.
GOAL is engaged in several NGO consortia both as implementer (Freetown WASH Consortium and HealthCo) and as a lead of the Ebola Survivors Care Co (ESCC) which works to scale up the clinical care component of the Comprehensive Program for EVD Survivors (CPES). In addition GOAL has extensive experience of working in and leading consortia during the Ebola response. GOAL is engaged in direct implementation of hardware and software activities as well as supporting a mix of national and international partners including community based organisations which require significant capacity building of operational and technical capacity.
Description of the Role
Working under the direction of the Deputy Director Grants & Consortia (DDGC), the ESCC Grant Manager is responsible for the management of information to, from and between the consortium partners, for grant management and for ESCC Coordination Unit representation in the technical working groups, as agreed with the Deputy Director Grants and Consortia.
This position provides day to day operational management to the ESCC Coordination Unit staff: Monitoring and Evaluation Manager, Compliance Manager and Pipeline Coordinator. They will work closely with the Partnership Manager, the Monitoring and Evaluation Manager, the Partnership Finance Manager, as well as GOAL’s Health and Protection Coordinators, the country operations and finance departments as required.
Key Responsibilities
Proposal and concept note development:
Develop consortium concept notes, funding applications, and proposals
Research new funding opportunities and programme proposals and concepts notes as directed by the DDGC, including keeping up-to-date with opportunities and developments within the ESCC and relevant sectors
Information management:
Establish and manage grant and other information in a way that can be accessed by the Coordination Unit and consortium members as necessary
Create and manage a central file share for consortium members to access the relevant documents
Create and manage filing structures and procedures for the Coordination Unit to ensure audit compliant filing and retention of documentation and to support effective working and information sharing in the team
Establish and maintain hard copy grant files containing all signed original sub-grant documents
Share ideas for case studies, blogs, and website updates with the DDGC
Prepare information materials and reports on ESCC or related activities as requested by the DDGC
Work closely with the MEAL team, to facilitate documentation of institutional knowledge and learning
Grant Management:
  • Develop and maintain grants management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents
  • Prepare for the approval of the DDGC any sub-grant agreements, amendments and formal correspondence relating to management of the sub-grants
  • Ensure partners are aware of their reporting requirements and that templates are developed, shared, and reminders sent.
  • Work with the Partnership Finance Manager to ensure disbursement schedule is agreed by partners and that reporting and audits are organised and communicated to partners
  • Compile, consolidate and get approval for dissemination as required narrative and data reports for donors, Government and other stakeholders
  • Ensure timely submission of donor reports in the correct format and signed off as per GOAL procedures
  • Arrange and facilitate grant management meetings in accordance with GOAL procedures and with the support of the donor compliance officer
  • Conduct monitoring visits to partner office and field locations
Representation and Partnership Coordination
  • Organise ESCC Board meetings including taking minutes and following up on action points
  • Prepare briefings and updates for the ESCC Board on project progress
  • Support the DDGC on the management of the ESCC in accordance with the MOU ensuring fulfilment of commitments by all parties
  • Represent the Coordination Unit in internal and external meetings as delegated by the DDGC
  • Ensure Coordination Unit representation at all Technical Working Group meetings and that minutes, action points and guidance are documented and shared as appropriate
Line management
  • Day to day line management of the CU’s Compliance/Internal Audit Manager, Monitoring and Evaluation Manager and Pipeline Coordinator (each has a technical reporting line to their relevant department)
  • Coordinate and support the Coordination Unit team, ensuring that the individuals work effectively together to achieve the team objectives
Other:
  • Flag issues or support needs with the DDGC and Coordination Unit colleagues as relevant
  • Cover for the Partnership Manager during their absence
  • Other activities as required by the line manager
Qualifications and Experience
  • A degree in information management, health sciences, humanitarian assistance, international development or another relevant field; masters level or public health degree a plus
  • At least 2 years’ experience working for an NGO and/or in the humanitarian assistance or international development sector; management-level a plus
  • Self-starter with excellent time-management and organisational skills, able to manage large volume of emails and other forms of information and prioritise tasks and deadlines independently
  • Familiar and comfortable handling log frames, proposals, and other standard NGO templates
  • Demonstrable experience writing reports, briefing papers and proposals with successful outcomes
  • Detail oriented with excellent written English and editing skills; able to write clearly and concisely for a wide range of audiences in tight timeframes
  • Confident English speaker able to represent the consortium in high level meetings, advocate for certain issues diplomatically, and pitch new ideas; spoken Krio a plus
  • Able to coordinate with multiple partners and stakeholders from across the NGO, Government and Private Sector; experience working in or for a consortium a plus
  • Team player able to work in challenging environments and willing to take on tasks outside of role when required
  • Sound Microsoft Office skills (Word, Excel, Powerpoint, Publisher)
  • Willingness to sign up to GOAL’s strict Child Protection Policy
